Priority statement for Community Learning 2014/15 and review of 2013/14 activity
Community Learning (CL) offers a broad range of provisions that brings together adults, often of different ages and backgrounds, by helping them to pursue interest, address a need, gain a new skill, become healthier, or learn how better to support their children.
To achieve this, the college works closely with local stakeholders and community partners across the whole of Hastings and Rother. We are members of the Hastings and Rother Adult & Community Learning Forum and we undertook a community consultation via an annual adult learning festival in May. This attracted over 400 learners in 2013 with an accompanying survey and targeted focus groups to assist with planning. The survey was completed by 200 adults and over 40 local people took part in the focus groups this year.
- To maximise access to Community Learning for all adults, bringing new opportunities and improving lives.
- To promote social renewal by bringing local communities together to experience the joy of learning and the pride that comes with achievement.
- To help maximise the effect Community Learning has on the social and economic wellbeing of individuals, families and communities.
Strengths in 2013/14
- SCCH's Vice Principal led the development of the first Hastings and Rother area-wide Adult Learning and Skills Strategy that had Community Learning as one of four key priorities.
- Community Learning has helped over 500 people build their self-esteem and confidence before they progressed onto accredited programmes that equipped them with skills that secured employment with local employers.
- Community Learning supports participants on wider benefits to access low or no cost training to develop their confidence or skills.
- Partners have forged closer links with Job Centre Plus to provide progression routes to non-accredited and accredited learning and pathways back into employment.
- Partners have delivered Community Learning courses in more isolated rural community settings in Rother.
Priorities for 14/15
- Increasing the amount of family learning including literacy, numeracy and parenting in partnership with local schools and children's centres in the Hastings and Rother area.
- Increasing the amount of Community Learning in deprived communities with a focus on: Sidely (Bexhill), Baird, Tressell, Central St. Leonards, Gensing, Hollington and Ore (Hastings & St Leonards) and Tilling Green (Rye).
- Increasing the number of Community Learning courses delivered in isolated rural communities in Rother.
- Focusing on confidence building to enable participants to access further training including: Employability, IT for personal use or financial literacy, health and wellbeing courses and wider Community Learning and accredited provision.
- SCCH will continue to subsidise core non-accredited provisions to make it more cost effective for all local residents to access.
- Working with the Adult Learning Forum members and wider partners to develop progression routes from Community Learning onto accredited provision.
Partner delivery will provide learning opportunities across these priorities with partner delivery stretching out across the Hastings and Rother area:
Battle - 600 (partner) learners
Hastings, St Leonards & Bexhill– 530 (partner) learners
Rye - 250 (partner) learners

Hastings & Rother Adult Learning and Skills Strategy
Hastings and Rother variously encompass high deprivation, low adult educational attainment and aspirations, rural isolation and an ageing population, and have suffered from these effects as seriously as everywhere else. At a time of greater demand, there are fewer resources available to provide support.
The Strategic Priorities for the Hastings and Rother area contained in this strategy are to:
- Ensure that the local learning and skills offer meets the current and future skills needs of local employers
- Ensure that community based and non-accredited learning is improved and enhanced, recognising its importance to social and economic inclusion across the Hastings and Rother area
- Build relevant, clear and effective local pathways from non-accredited learning through and to higher education and/or employment
- Maximise the funding which flows into the area to support local education, skills and employment priorities and actions within this strategy
